From the 29th August 2024, Meta has introduced a new restriction which means that businesses will not be able to send more than 2 marketing messages if the customer has not yet replied. The reason for introducing this is to promote higher-quality engagement and focus on the customers who are interested in your products.
Apart from the Meta restriction above to businesses, there is a global restriction that limits the number of marketing messages that users receive in a rolling 7-day period. You can read the official documentation here.
